CPD explained why the Russian Federation is systematically shutting down mobile internet in the regions.

In Russian regions, the shutdown of mobile internet and other forms of communication continues with the aim of 'ensuring the safety of the population'. This is reported with reference to the Center for Counteracting Disinformation.
Internet has already been unavailable for six days in regions such as Sverdlovsk and Tyumen Oblasts, Kurgan, Omsk, Altai Krai, and Rostov-on-Don, among others. According to the Center for Counteracting Disinformation, the shutdown of mobile internet is carried out to limit the population's access to undesirable sources of information.
Russians are massively complaining that there has been no internet in Sverdlovsk and Tyumen Oblasts for six days. Communication is also absent in Kurgan, Omsk, Altai Krai, Rostov-on-Don, Tatarstan, and other regions. Due to communication problems, taxi services and ATMs are not functioning well. Mobile internet in the Russian Federation was allegedly started to be 'temporarily' shut down on the eve of 'Victory Day'. However, in the last month, the scale of shutdowns has only increased.
The head of the Center for Counteracting Disinformation believes that Russia's nuclear scare tactics are part of a fear propaganda used to achieve political goals.
The Russian Kremlin is known for using fear propaganda to achieve its goals, and reports of nuclear threats only amplify this effect. It is quite evident that even a theoretical aspiration for a nuclear strike would cause more harm than good, due to Russia's dependence on energy resources.
It has been established that the Russian government continues to shut down mobile internet in various regions of the country under the pretext of ensuring the safety of the population. The shutdown is carried out to limit the public's access to certain information, occurring amid the increasing scale of this measure.
According to the report from the Center for Counteracting Disinformation, mobile internet continues to be shut down in some regions of Russia, heightening restrictions on information access for the population. The shutdown is being carried out under the guise of ensuring population safety, but at the same Time, it may also be aimed at controlling the flow of information and reducing access to independent news sources.
