Starting from July, a new type of payments for low-income and vulnerable categories of the population has been introduced in Ukraine - basic social assistance. Its amount will be calculated individually, based on the size of the basic value and the average monthly total income of the family.

Who can receive basic social assistance

As of July 1, individuals who already receive one or several types of assistance can submit applications for the provision of a unified basic assistance, namely:

  • for low-income families;
  • for children of single mothers/fathers;
  • for children in large families;
  • temporary assistance for children whose parents do not pay alimony, have no income or whose place of residence is unknown.

Families will be able to choose on their own - to continue receiving existing types of assistance or switch to basic social assistance. The agency stated that to qualify for the new type of support, families will need to refuse other forms of assistance.

How much will families receive and is it beneficial to switch

The amount of basic social assistance depends on the so-called basic value - the sum that determines the minimally required income per person in the family.

Assistance is calculated individually as the difference between the total basic value for all family members and the actual average monthly income of the family.

Thus, the basic value of assistance - 4,500 UAH - is calculated at 100%:

  • for the first family member;
  • for each child under 18 years old;
  • for persons with disabilities of the first or second group.

Each subsequent family member will receive 70% of the basic value (3,150 UAH). For pensioners, additional coefficients apply depending on their work experience.

The Ministry of Social Policy explained the new approach with examples:

  1. Mother with a child (2 years old): a woman who does not work, has no income, and receives assistance for low-income families and assistance upon the birth of a child, which currently totals 6,500 UAH, will receive 9,000 UAH after switching to basic social assistance.
  2. Family of five (father with minimum wage, mother, and three small children) currently receives a total of 10,500 UAH - assistance upon birth, assistance for large families, and low-income assistance. After applying for basic social assistance, the state will pay this family 14,010 UAH.

Overall, as stated by the Ministry of Social Policy, in each case, the amount of assistance depends on the family composition and its income. They also added that the project is currently being tested. The Pension Fund of Ukraine is collecting feedback to improve the mechanism and scale it in the future.
