Driving Rights for Beginners: New Conditions Unveiled for Novice Drivers.


In 2025, Ukraine issued 206,609 driver’s licenses, of which 43,832 were obtained by beginners for a two-year term. To obtain a driver's license, one must undergo training and successfully pass theoretical and practical exams.
The Main Service Center of the Ministry of Internal Affairs emphasizes the importance of driving cars for convenience and mobility in everyday life, which is why the demand for driver’s licenses remains high.
Exam Process
Candidates have an unlimited number of attempts to take the exams, but there must be at least a 10-day interval between attempts. The theoretical exam can be prepared for independently or in a driving school, and after successfully passing it, one must undergo practical training in a driving school and take the practical exam at the service center of the Ministry of Internal Affairs.

It is recommended to familiarize oneself with the routes used for practical training. For the practical exam, it is possible to use a car from the service center of the Ministry of Internal Affairs, the cost of which is already included in the exam fee. The vehicle fleet of the centers is constantly updated, ensuring the availability of modern and comfortable cars.
Required Documents and Costs
To take the exams, it is necessary to have a passport or ID card with a registration mark, a taxpayer identification number (TIN), and a medical certificate confirming the ability to operate a vehicle. The cost of the theoretical exam is 250 hryvnias, while the practical exam costs 420 hryvnias.
