Drafts, deferrals, and travel abroad: Ukrainians were told how mobilization rules will change in July.


Changes have taken place in mobilization rules in Ukraine. Currently, general mobilization is ongoing, but the conditions for conscription remain almost the same as before. For example, the age for mobilization for men remains between 25-60 years, while youth aged 18 to 24 can serve voluntarily under contract or undergo basic military training.
The proposal to lower the mobilization age to 18-20 years is still only being discussed among deputies and has not yet been confirmed by the committee of the Verkhovna Rada.
Additional opportunities
Now young citizens aged 18-24 can join the contract military service program with various bonuses, including high salaries, one-Time payments, and housing compensation.
Also, starting from September 1, 2025, mandatory basic military training will be introduced for boys aged 18-25 with a duration of up to 3 months during wartime and up to 5 months during peacetime.
Women are still free to decide whether to serve in the Armed Forces. Mandatory inclusion of women with medical or pharmaceutical education in military registration is not currently expected until 2026.
Restrictions on travel abroad
All men aged 18-60 must have a military registration document to travel abroad. Only limited categories of citizens can leave, for example, parents of large families.
Those over 50 years old and mobilized are subject to special rules. They can serve according to their specialty and are not obliged to participate in assault missions.
New opportunities
Men over 60 can sign a one-year military service contract for non-combat positions.
It is important to note that the condition for waiving fines was resolved through the work of a lawyer.
Ukraine maintains general principles of mobilization but introduces new opportunities for young and older citizens, as well as controlling travel abroad during wartime.
