The Director of Energy Programs at the Razumkov Center, Volodymyr Omelyanenko, stated that the development of wind energy in Ukraine is limited by tax pressure. He emphasized the importance of exempting imported equipment for wind power plants (WPP) from VAT and import duties. According to Omelyanenko, since February 24, 2022, Ukraine has lost more than 80% of its wind energy generation due to occupation.

Investing in the Industry During Wartime

Despite this, investors continue to invest in the sector. Recently, the first phase of the Tylihul WPP with a capacity of 114 MW was commissioned in Mykolaiv region, and another 7 projects are underway. The expert highlighted the advantages of wind energy compared to traditional energy sources.

Negative Consequences of Insufficient Benefits for WPP

However, wind energy remains without benefits compared to other types of renewable energy. According to Omelyanenko, this could lead to dependence on energy imports and loss of competitiveness for domestic producers.

It is evident that the development of wind energy in Ukraine faces tax pressure, which limits its potential. Despite this, investors continue to invest in the sector, indicating a strong interest in renewable energy sources in Ukraine. However, insufficient benefits for wind energy create certain challenges that need to be addressed to support domestic producers and ensure the country's energy independence.
