A published tender for the creation of a single agricultural land map already costs nearly $4.89 million. However, the information used dates back to before 2002, ignoring more recent data. This may be an attempt by the Russian Federation to justify its actions by circumventing Ukrainian laws.
Ukrainian experts are outraged by this project, as they consider it an attempt to legitimize the occupation. Russia is trying to secure its control over these territories using dubious legal approaches to justify its actions and carry out illegal resource exports.
