All partially fit individuals must appear at the TCC for referral to the VLC.

Starting from 2025, men must undergo a repeat military medical commission
All men aged 18 to 60 who have been recognized as 'partially fit' must undergo a repeat military medical commission by February 4, 2025. This decision was indicated in the order of the Ministry of Defense numbered 402, which establishes the procedure for the commission's actions. This order came into effect simultaneously with the new law 'On Amendments to Certain Laws of Ukraine Regarding the Provision of Rights of Military Personnel and Police Officers to Social Protection', which was signed by the President of Ukraine Volodymyr Zelensky on April 2.
The main innovation in this document is the cancellation of individual suitability assessment, except for four cases. Previously, the medical commission had the right to determine that a person is 'unfit' or 'partially fit' for military service.
Restrictions for service have also been established depending on health status. In particular, the following categories of service are defined:
- full suitability;
- suitability for service in support military units, educational institutions, medical units, etc.
To undergo the military medical commission, it is necessary:
- for conscripted individuals - to contact the territorial recruitment center;
- for servicemen - to receive a referral from the commander of the military unit or health care facility where they are undergoing treatment or rehabilitation, or from the territorial recruitment center where they are during leave.
A detailed list of diseases that may serve as grounds for recognizing a person as 'unfit' for military service and their exclusion from military registration can be found at .
It should be noted that if a person subject to mobilization resides outside their registered address, this does not prevent the updating of their data at the Territorial Recruitment Centers. After entering data into the unified register at the old place of registration, the individual will automatically be excluded from the record.
